February 25, 2025

Beebe Healthcare announced two new primary care clinicians have joined Beebe Primary Care Milton.

The practice is located in the Milton Health Center at the Jerry Ann McLamb Medical Pavilion on Milton-Ellendale Highway.

Scott Milstein, DO, is a family medicine physician who provides general internal and primary care services for adult patients, with concentration on comprehensive chronic disease management and treatment of acute illnesses.

He has a specialized interest in caring for patients who have been diagnosed with hypertension, hyperlipidemia (high cholesterol) and/or diabetes, and he sees patients for routine physical exams and Medicare wellness exams. As part of his holistic approach to patient care, Milstein encourages people to take an active role in their healthcare and make their overall health and well-being a key priority.

“Beebe was warm and welcoming when I showed an interest in joining the medical staff,” said Milstein. “After vacationing in the region for the last two years, my wife and I decided to purchase a home in the area and continue my medical career here. I am excited to provide my 32 years of both medical and practice management knowledge to Sussex County.”

Milstein earned his doctor of osteopathy degree from the University of Medicine and Dentistry of New Jersey School of Osteopathic Medicine (now Rowan University). He went on to complete his osteopathic internship and family medicine residency at Kennedy Memorial Hospital in Stratford, N.J. Milstein is board certified in family medicine through the American Osteopathic Board of Family Physicians and is a member of the American Osteopathic Association. Most recently before moving to Sussex County, Milstein worked as a primary care provider with Valor Healthcare, delivering primary care services to veterans.

Michael Lockerman, MSN, RN, APRN, FNP-C, is a family nurse practitioner who provides comprehensive primary care to patients of all ages, with the majority of his time devoted to annual physical and wellness exams, chronic disease management and treatment for acute illnesses.

Lockerman earned his bachelor of science degree in nursing from Pensacola Christian College in Pensacola, Fla., and his master of science in nursing education from Grand Canyon University in Phoenix, Ariz. He completed his post-master’s certificate at Chamberlain College of Nursing in Chicago, Ill.

Lockerman is especially interested in advocating for diversity, equity and inclusion in the healthcare environment, and assuring comprehensive medical services are available for all. He earned specialized LGBTQ+ certification through the National Coalition for LGBTQ Health.

“I am passionate about delivering excellent, high-quality care for all individuals in the community,” said Lockerman. “I am proud to be part of the inclusive culture Beebe is working to build across Sussex County.”

Prior to joining Beebe, Lockerman worked extensively in cardiac, step-down, telemetry and medical/surgical units in the hospital environment, caring for critically ill patients as a registered and traveling nurse throughout his career. Additionally, he has worked in Level 2 and 3 trauma centers, with time spent at Bayhealth Medical Center in Dover, the University of Maryland Shore Medical Center in Easton, Md., and Chippenham Hospital in Richmond, Va.

Earlier in his career, Lockerman served as a registered nurse at several Level 1 trauma centers on the progressive care units at Sentara Norfolk General Hospital in Norfolk, Va.; Johns Hopkins Hospital in Baltimore; and Duke University Hospital in Durham, N.C.
