I am writing this letter in support of incumbent Sen. Russ Huxtable for the Sixth Senate District.
Following graduation from the University of Delaware, Russ, a lifetime Delawarean, spent two decades working in a variety of capacities with nonprofits helping families find affordable housing.
As Russ made clear in his 2022 campaign, a lot of the issues he wanted to address were issues of community – not left or right – just issues about all of us. That is exactly what he did once in office. As just one example, his successful sponsorship of Senate Bill 87, addressing the Delaware realty transfer tax, helped move the community toward the goal of affordable housing.
In his continuing fight to support affordable housing development, Huxtable argued for changes to the Delaware realty transfer tax, which is levied on the purchase price of a home. At the time the bill was introduced, the state code exempted the tax from property sales to affordable housing developers if the developer was restoring an existing home. Russ' bill proposed to do the same for sales to affordable housing developers for new construction. The bill would also exempt properties purchased with federal, state or local funding for affordable housing construction. SB 87 was signed by Gov. John Carney in August 2023.
