Lewes police, city agree on new contract

The City of Lewes and it police officers have agreed to a new three-year contract.

The agreement with Fraternal Order of Police Lodge 22 runs from April 1 through March 31, 2028. The city did not disclose terms. 

Police have ratified the contract. Both parties have signed it.

Lewes City Manager Ellen Lorraine McCabe said the negotiations produced a deal that benefits both sides.

“Both parties approached the discussions with a commitment to fairness, transparency and collaboration, ensuring that the agreement reflects the needs of our officers while maintaining fiscal responsibility for our residents,” McCabe said.

Lt. Jamie Locklear said the agreement keeps Lewes police competitive with other agencies, while addressing the fact that it will cost more to provide the level of service that is expected and needed.

“We feel the city showed they want to retain current officers, while hiring new officers,” Locklear said. “It is apparent with this agreement that they did not just throw money at the problem.”

In a press release, mayor and city council members called the contract fair and balanced.

“This contract reflects a compromise from both parties and reaffirms the strong, positive working relationship between the City of Lewes and our police department,” the statement reads. “We believe the outcome aligns with our shared goals of maintaining public safety, providing competitive compensation and ensuring fiscal responsibility.”

The city recently hired three new officers, for a total of 17 sworn officers. The Fiscal Year 2026 budget includes funding for an 18th officer.
