Large projects on January PLUS agenda

Four Corners near Harbeson would have 902 single-family home lots on 451 acres

Three projects in the Cape Region are included on the Wednesday, Jan. 22 agenda for the Office of State Planning Coordination Preliminary Land Use Service.

At 9 a.m., the group will discuss Four Corners on Harbeson Road between Rust and Forest roads east of Georgetown. The plan calls for 902 single-family home lots on 451 acres of AR-1 agricultural-residential zoned land. Of the parcel’s 337 acres of forest, 220 acres would be removed. Plans presented by developer NVR include 230 acres of open space. At build out, the average weekday traffic would be 8,750 vehicle trips.

At 9:30 a.m., discussion will focus on the Soens Property, west side of Beaver Dam Road near the Hollymount Road intersection near Lewes. The plan proposes 70 single-family home lots on 35 acres. Developer Stonemark Ventures will market the homes at entry level, market rate and as second homes.

At 11:30 a.m., officials will discuss the Belle Meade master plan on Route 24, adjacent to Beacon Middle School near Lewes. The mixed-use development is planned on 40 acres. The project requires a rezoning from AR-1 to C-4 heavy commercial. The plan calls for 480 apartments in five buildings and 125,000 square feet of commercial. The developer is Capano Management of Wilmington. Current use of the parcel is an equestrian facility.

This month’s PLUS meeting is scheduled to start at 9 a.m., Jan. 22, in Room 219 in the Haslet Armory, 122 Martin Luther King Jr. Blvd., Dover. The public can comment on the projects either in person or via computer at publicmeetings.delaware.gov/.

The PLUS process is a review of projects by state agencies, including Delaware Department of Transportation, Department of Natural Resources and Environmental Control and more, prior to any required Sussex County Council and/or Sussex County Planning & Zoning Commission public hearings.

State officials can only offer recommendations, as the final decision is in the hands of county officials.
