DCF names director of community partnerships and Hispanic initiatives

March 20, 2025

The Delaware Community Foundation recently appointed Dr. Jennifer Fuqua as its director of community partnerships and Hispanic initiatives. Serving in this newly created role as a point person for a range of new and existing community partnerships, Fuqua will work to advance initiatives that seek to support Delaware’s Hispanic and Latino communities. She will also coordinate the work of the Arsht-Cannon Fund.

Fuqua brings a rich background and a deep commitment to supporting Latino communities and nonprofit organizations. Before joining DCF, she served as executive director of La Esperanza, where she made a significant impact on the lives of Latinos in Sussex County.

Under her guidance, La Esperanza expanded its reach, serving more than 5,000 Latino immigrants each year. Her visionary leadership helped triple the organization's operating budget, and fostered collaboration among more than 60 Latino and immigrant-serving organizations in Southern Delaware through La Colectiva de Delaware.

“Jennifer’s expertise in human services and nonprofit management will be a tremendous asset for the DCF,” said Stuart Comstock-Gay, president and CEO. “More than 11% of Delaware’s citizens identify as Latino, and her experience will help us continue to celebrate their contributions to our state and bring focus to their needs.”

Fuqua earned a doctoral degree in urban affairs and public policy at the University of Delaware School of Public Policy and Administration. She is an adjunct professor at Delaware State University in the MPA Program, which prepares students to work in public and nonprofit management. The program's curriculum focuses on community engagement, civic empowerment and leadership development. Fuqua has made valuable contributions to the field through her writings, and has been published in numerous journals and magazines.

Fuqua resides in Milton with her husband, and their golden retriever and tabby cat.

DCF stands at the intersection of generosity and community transformation. It manages charitable funds, advises donors and makes grants to nonprofits to cultivate the future of philanthropy in Delaware. DCF’s mission is to expand opportunity for all by helping individuals, families, businesses and organizations focus their generosity where it can create the greatest impact statewide.
